About
The Florida Department of Transportation (FDOT), District One, is conducting a Feasibility Study to determine the viability of grade separating SR 15 (US 441/Parrott Avenue) over CSX railroad in the City of Okeechobee. This study will include traffic operational and pedestrian safety improvements along SR 15 (US 441)/Parrott Avenue between NE 4th Street and NE 13th Street. The final Feasibility Study report will document results of public outreach efforts, development, evaluation of planning level alternatives, and potential issues or impacts that could eliminate alternatives from further consideration.
SR 15 (US 441)/Parrott Avenue is an urban corridor with industrial and commercial properties adjacent and is the primary route for access to medical and emergency facilities and schools on the north side of the crossing. This crossing has two tracks. Based on the FDOT District One Highway-Rail Grade Separation: GIS Suitability Model (Phase II) Final Report (2019), this crossing has been identified as the second highest priority rail crossing location within District One for grade separation. The recommendation for grade separation is supported by various factors including train speed, heavy train and truck traffic, and evacuation route designation.
The following goals and objectives have been identified for this study:
- Eliminate highway-rail conflicts at the railroad crossing
- Improve freight mobility within the region
- Enhance multimodal mobility and safety for pedestrians, bicyclists, motorists, and transit users
